After Vermont is devastated by a hurricane, Joe Gunther and the Vermont Bureau of Investigation are called in on an odd series of seemingly unrelated cases. In the wake of the hurricane, a seventeen-year-old gravesite is exposed, revealing a coffin that is filled with rocks. Meanwhile, a retired politician turns up dead at his high-end nursing home under suspicious circumstances, and a patient who calls herself the Governor has walked away from a state mental facility during the post-hurricane flood. It turns out there's more to this woman than meets the eye, and she may unknowingly have information that links all the cases together.
